Sh. A. K. Singhal

Shri A K Singhal, a Member of Indian Cost Accounts Service (ICoAS- 1983 batch) joined as Member, Delhi Electricity Regulatory Commission, New Delhi on 31st December, 2019. He is a Member of Institute of Chartered Accountants of India, New Delhi, besides he holds the degrees of M.Sc (Finance) from University of Strathclyde, Glasgow, United Kingdom, and LL.B. from Agra University, Agra.

Shri Singhal carries with him rich and varied experience in the field of Costing, Tariff Determination, Project Management, Finance, Accountancy, Legal and Administration for a period spanning more than thirty five (35) years. He has served in various Ministries of Govt. of India viz., Ministry of Finance, Ministry of Defence, Ministry of Chemical & Fertilizers, Ministry of Industry and Ministry of Food. He has also served in National Pharmaceutical Pricing Authority.

As additional Chief Adviser Cost and the head of Indian Cost Accounts Service in the Department of Expenditure, Ministry of Finance, he has played key role in evaluation and monitoring of various infrastructure projects of Power, Highways Water & Irrigation.

While serving in Ministry of Defence, he was instrumental in determination of cost price/financial evaluation of various acquisition proposals of Defence Public Sector Undertakings, Ordnance Factories. He has also dealt with various Defence Acquisition proposals in respect of Air Force, Army, Navy, Coast Guard and DRDO for ascertaining the reasonability of the prices. He was also a Member of Committee constituted by the Prime Minister for overseeing Defence Air Craft in the Ministry of Defence.

While serving in National Pharmaceutical Pricing Authority as an Advisor Pricing, his key role was to determine tariff and fix the prices of essential medicines under provisions of Drug (Price Control) order.

He rendered his professional expertise in the field of Costing and Accounting, auditing to Central Board of Excise and Custom to improve tax compliance. He also updated audit standards in accordance with Companies Act. He also served as General Manager Finance in two Govt. Opium & Alkaloid factories.

While in Tariff Commission, Department of Industrial Policy and Promotion, he has conducted various cost price studies, tariff studies, energy audit studies, service sector studies, system studies and studies on cost reduction and financial management. He has also headed various Committees in the Government of India.
