Hon'ble Justice Sh. S.S. Chauhan, Chairperson

Hon’ble Justice S.S.Chauhan, joined as Chairperson, Delhi Electricity Regulatory Commission, New Delhi on the forenoon of 05.07.2018.

Born on 05.07.1956 in Unnao District of UP, he studied Law at Lucknow University and thereafter   started practice as an Advocate in the High Court of Allahabad and its Bench at Lucknow from 14.07.1979.     The matters he dealt with, inter alia, were Service, Criminal, Constitutional, Consolidation, Excise and Company matters.

During his distinguished career as a Legal Counsel, he worked as

  • Special Counsel for State Election Commission and Chandra Shekhar Azad University, Kanpur; and
  • As an Additional Advocate General of UP from 23.9.2003 and argued many important cases.

 In 2005 he was elevated as Hon’ble Judge, High Court of Allahabad, Lucknow Bench – an acknowledgement of his commitment, professional excellence and legal acumen.  As Hon’ble Judge, High Court he pronounced judgements on many important issues, which were as varied as: Service, Consolidation, Revenue, Criminal, Recovery, Excise and Company matters.  

Briefly put, he decided many : 

·  matters of service relating to seniority in promotion, dismissal from service and other allied  issues arising out of reservation in promotion and some of the cases relating to appointment under the Dying-in-Harness Rules;

 ·  matters relating to appointment and promotion of Judicial Officers and army officers/officials;

 ·  matters relating to consolidation, land acquisition, ceiling, rent control etc.;

 ·  miscellaneous matters relating to mining, Committee of Management; Co-operative Society;

 ·   matters relating to Indian Partnership Act;   

·   not only the civil matters, but also decided the criminal matters relating to Section 319 Cr.P.C., 482, 439 including criminal appeals and issues relating to violation of Electricity Act 2003; 

·   matters relating to Company Act; 

·   criminal appeals under Sections 306, 376, 498A, 304B IPC and   DP Act including quashing of FIR; 

·   matters of constitutional importance: Election petitions relating to Members of Parliament and Members of Legislative Assembly.


Sh. A.K. Singhal, Member

 Shri A K Singhal,  a Member of Indian Cost Accounts Service   (ICoAS- 1983 batch) joined as Member, Delhi Electricity   Regulatory Commission, New Delhi on  31st December, 2019. He is a Member of Institute of Chartered Accountants of India, New Delhi,  besides he holds the degrees of M.Sc (Finance) from University of Strathclyde, Glasgow, United Kingdom,  and LL.B. from Agra University, Agra.

Shri Singhal carries with him rich and varied experience in the field of Costing, Tariff Determination, Project Management, Finance, Accountancy, Legal and Administration for a period spanning more than thirty five (35) years.  He has served in various Ministries of Govt. of India viz., Ministry of Finance, Ministry of Defence, Ministry of Chemical & Fertilizers, Ministry of Industry and Ministry of Food. He has also served in National Pharmaceutical Pricing Authority.

As additional Chief Adviser Cost and the head of Indian Cost Accounts Service in the Department of Expenditure, Ministry of Finance, he has played key role in evaluation and monitoring of various  infrastructure projects of Power, Highways Water & Irrigation.

While serving in Ministry of Defence, he was instrumental in determination of cost price/financial evaluation of various acquisition proposals of Defence Public Sector Undertakings, Ordnance Factories.  He has also dealt with various Defence Acquisition proposals in respect of Air Force, Army, Navy, Coast Guard and DRDO for ascertaining the reasonability of the prices. He was also a Member of Committee constituted by the Prime Minister for overseeing Defence Air Craft in the Ministry of Defence.

While serving in National Pharmaceutical Pricing Authority as an Advisor Pricing, his key role was to determine tariff and fix the prices of essential medicines under provisions of Drug (Price Control) order. 

He rendered his professional expertise in the field of Costing and Accounting, auditing to Central Board of Excise and Custom to improve tax compliance.  He also updated audit standards in accordance with Companies Act. He also served as General Manager Finance in two Govt. Opium & Alkaloid factories.  

While in Tariff Commission, Department of Industrial Policy and Promotion, he has conducted various cost price studies, tariff studies, energy audit studies, service sector studies, system studies and studies on cost reduction and financial management.  He has also headed various Committees in the Government of India. 

Dr. A.K. Ambasht, Member

 Dr. A.K. Ambasht, an officer of Indian Forest Service from AGMUT cadre of 1987 batch has varied experience of working in different organizations/departments in States as well as in Government of India.   

In the initial years of his service, while posted in Andaman & Nicobar Islands and then to U.T. of Daman, Diu and Dadra & Nagar Haveli he worked as Deputy Conservator of Forests with various additional charges viz. Sales Tax, Fisheries, Municipal Corporation, Tourism, Environment, Science & Technology, etc.  

In Goa, he held charge of Deputy Conservator of Forests and then became Resident Commissioner of Goa in Delhi.

 While on deputation, Dr. Ambasht also held various key positions in States and Centre in Ministry of Human Resources, Municipal Corporation of Delhi, Delhi Pollution Control Committee (DPCC), Delhi Jal Board and Oil & Natural Gas Corporation (ONGC).  As Director of Technical Education, he played key role establishing National Institute of Technical Teachers Training Institutes.  He, in the capacity of Assessor & Collector of Delhi, launched online assessment and collection of Property Tax which was awarded best e-project by the Computer Society of India. As Member Secretary, DPCC he ensured computerization of all records and processes for online working and helped establishing six online monitoring stations for air quality parameters. 

 During his stint as CVO in Delhi Jal Board and ONGC he ensured transparency and took effective steps towards preventive vigilance which helped the organisation achieve Vigilance Excellence Award.   During this period, he also held additional charge of Oil India, Gas Authority of India Ltd., Bharat Petroleum and Balmer & Lawrie Co.

 Dr. Ambasht, worked as Chairman of Technical Committee for the finalization of auction of Schedule-I Coal Block Mines which was supervised by the Supreme Court of India.

 Dr. Ambasht has done Master’s Degree in Botany from Kashi Naresh Post Graduate College Gyanpur, Gorakhpur University.  He was awarded Ph. D. in Botany from Banaras Hindu University.  He also holds M.Sc. in Forestry and has published 14 research papers in various national and international journals.
